Stuff found out through trial and error and a lot of testing, hope it helps:
Skills and items:
Kamehameha...no idea how to spell it, cost 35, Base special damage.
Disc Aoe cost 20 and has a really low chance of hitting but does pretty good damage.
Beam costs 50 and does better damage than Kama
The N/A spell is always blued out, not sure what it does and I keep dying before I can continue testing it...
Explosion does a lot of damage to an enemy but hurts you wicked badly (30-60 damage I've tested), It costs no mana to cast and does 2-3 times your normal attack in damage usually. Kinda nice but risky. I'd rather use Multihit.
Lightning costs 50 and I can't seem to get it to hit, missed about 8 times. I have a feeling it might 1hko with that kinda miss rate if it does land, could also be a heart meter because it goes across the chest..
Small Flash attack costs 20 and seems to hit pretty low, even worse than normal damage, but maybe it's extra accurate? It didn't miss once.
Multi Hit is really nice, cost 15 to use and it hits multiple enemies 5 times total (Like 3 on one, 2 on the other, so it can kill more than one!), each is weaker than a normal attack but all added up it's pretty impressive, got it from tentacle hat for under 1k on the first map just now. Out of all the spells I've used, this is the only one that's clearly more useful because of it's multi kill or just high attack output for low mp cost on one mob. Most others are outshined by normal attack after a while.
Second Sleep spell, couldn't tell the different between it and the first one I posted...no clue
Dark Circle surrounds an enemy with an arcane circley thing, it was difficult to tell what it did but I THINK it raised my attack quite a bit, an attack leech move?
Rage...Thing: 50 mp, No idea exactly what it does. Krillin had some angry fit and turned red, I didn't notice an attack boost but I assumed that's what it was suppose to be...
Super Kamehameha AOE!: 100mp. Does 4 times or so your normal attack to every enemy, it hits harder than an explosion. I'd recommend keeping this on! You can one shot an entire room of enemies if you need to for some reason. The cost is all your mana but you can always stock up on mp restores.
Homing Orb Seems a lot like Small Flash attack but costs 15 instead.
Roshi Spells (Buy them from Roshi random encounters and put the book in your partners equips):
A: She uses 25 of her mana to restore 50 of yours, you fondle her..
B: She uses 50 of her mana to restore 120 of yours, sex.
C: She uses 100 of her mana to restore 120 of yours and make you invincible for about 5 turns, it works into other battles if it doesn't expire, also sex. (I think this may be about your only change to kill a single cop. Use this on Krillin Immediately and charge up your attack to max while he's invincible. I might try it soon... You could also do the boss strategy if you can reliabley survive each attack and have tons of full heals.)
I have no idea what the actual names are for these, I just picked things based on how they looked, so hopefully you recognize them. Some spells are gained by leveling up, others are bought on random encounters on enemy spots (Sleep I know for a fact was from the blue guy with the tentacle hat.) so always pay the money if you have it.
PARTNERS:
These are the combat girls I've found.
I just went through and tested them all out in the field now, some not listed here can disappear, use items, or occasionally both. They all pretty much have the basic Krillin restore MP move too, but no attacks.
Good boss strat like most have posted: Use charge skill on Krillin while you use heal items with your partner, it's like a free win if you can take more than one hit so I think it's very important to pick one that can use items in combat.
Right now I'd recommend using the Black hair, shoulder pad girl or Valk. I didn't like the mage because her damage mostly relys on her mp, which means you're either giving her items constantly to keep it up or sleeping at an inn, she also can't take a hit like the other two from what I've tested. Black Pigtails handstand girl is okay too but a bit weak on the special attacks.
1st Valk girl (Tested to Low 40's) Skills are: Normal Attack, Magic attack (Uses 50 mana and does quite a bit of damage.), Restore Krillins MP, Items in battle. She can take a decent hit and overall has nice balanced stats. Can also use swords to boost damage.
2nd Princess/Mage girl (Tested to 20ish) Skills are: Normal Attack (It disappeared when I went back to test her... maybe it was temporary?), Flame Attack (10 MP, okay damage.), Group Heal (30 mana I think, heals a small amount at higher levels.), Item use. She can't use swords for added attack.
3rd Chichi (Tested to like...20) Skills are Normal Attack, Restore Krillins MP (Uses 10 mp, restores 22ish), Hide. One of, if not the weakest combat characters.
4th Videl (Tested to 20), Skills: Same as Chichi, a bit stronger but still very weak.
5th Black Hair, Grey/Red shoulder pads (Tested to low 40's) Skills: Normal Attack, Multihit attack (Hits an enemy up to 4 times, if it kills them before that, it'll go on to hit another. Uses 30 mana), A single person heal, Restore Krillin MP move, and item use. She can use swords.
6th Purple hair and clothes, red glasses (Tested to 20) Skills: Normal Attack that looks like magic but uses no mp, A slash attack that uses 30 mp and I never got it to land once, restore Krillin MP move. She can use swords. She has EXTREMELY low defense!
7th Black pigtails(Tested to 20). She has a normal attack, a handstand attack that damages her by 50 (Seems weaker than her normal attack...Kinda useless.), restore Krillins MP, Guard, and item use. She can't use swords though...
8th Nami (Tested to 20) Skills: Normal attack and Restore Krillins MP is all she has. Can use swords so her damage is a bit better than those that can't.
9th #18 (Tested to 20) Skills: Normal attack, Restore Krillins MP, guard. She can't use swords. Disappointment...I thought she'd be the strongest since she's last...She actually has some decent stats but because she doesn't have much in the way of skills and can't use items, not worth it.
Note: Bulma comes with her own set of clothes.. (That I lost.) Make sure to leave them on her until you can put them in your bank...
Training:
Level 14 is amazing for this. There's an easy to get to Inn, a shop in a circle (Meaning you can go two ways around to reach it so higher chance to land on it quickly), 2 red squares in a circle (Same as market circle so you always hit something good.), a skill picker and all the enemies are easy to kill and worth a ton of exp and money.
Random Encounters:
Pepper?: She plays rock paper scissors with you, if you win, you get to strip her but if you lose, she gets the money that was shown at the start. Either way she leaves after one game and her loss of clothes is saved over until you find her again. Shorts and top give you nothing but you can eventually take off her panties and bra.
Roshi: Sells you bras and panties for your partner, the only armor they wear. He also sells you books that give your partners skills when you equip them.
Namek's Grand Elder?: I honestly have no idea what he does... I always pay him anyways

(Might raise your stats?)
Bulmas Parents?: Again, no idea what he does. There are three options when you meet him and the top one pays him. Sometimes the cutscene just ends if you've paid him recently, other times he gives you an item (I got a sword.) Second option rapes apparently, don't do it unless you want cops on ya
Begger: Asks for money, if you refuse but have enough money that you could have paid him, he'll steal your items. He also gives you a present sometimes for it.
Creepy hair guy and big muscley creepy guy: Different people but they have the same function of selling you gifts for your partners...I never buy them.
King Kai: Gives you random prices for a new skill, seems random to me but who knows. There are TONS of skills so it's difficult to find the one you want.
