Is there any way to tell how many barriers your enemy has? I keep getting surprised by enemies that just get more and more.

Click on the enemy and choose the first option. That will show you his status page. Then pick the second option on the top bar (skill menu). Here you can find all of his attack moves and barrier affinity.
