In all honesty, I do think people who don't visit the Everything Else board at least 50% of the time are missing out on some good/funny/random conversations that they would probably enjoy for at least a post or two of their own. They're still just as much a member as anyone else, sure, I just think they're missing some stuff.
Of course, then we have the people like me who currently have something going on IRL who don't have much time for anything BUT the EE and Hentai boards. Personally, I feel like I'm missing out on some good RPs (I want to play SBS, but college is sappin' mah brain), but unfortunately, there's not much I can do about it.
All-in-all, anyone who ACTIVELY POSTS on this site is a member in my mind.
Let's use the town analogy again, shall we?
The workers here are the ones who post new threads in the Hentai and RP sections. They're the ones who come here to DO something.
The socialites are the ones who mainly come for EE and Blank Page. They're the ones who come to basically make a post or two, maybe check out something the Workers posted in Hentai, then go back to doing whatever it is that's dominating their life IRL.
The Administration pretty much floats between each section equally. They're here to make sure we don't set too many threads on fire.
The bums are the lurkers and people who join to simply troll and/or spread virus-laden links. They look at all the hard work the rest of us put into the site, and either leech or attempt to destroy it, the former being quite harmless and the latter being quite annoying.
Finally, we come to the 'golden' group. These are the members that are both Workers and Socialites. They might have stuff going on IRL, but they still manage to find time to RP, find hentai for the rest of us, maybe write/draw something of their own, AND chat with people in EE.
Of course, all of this is just my own opinion.
