This is probably solved already, but for the sake of posterity, the dress medal exchange shopkeeper appears after some story progress. I can't recall exactly when, but I think I recall her showing up after being able to access B5F onwards.

Just want to ask What is the trigger for tainy 2nd quest? I already got Pristina,Leaze and Beahilda I progress too quickly on the game but the quests don't expire right? So the quest is still is active can't really find how to start her quest already checked the mailbox if you ask me
