Has anyone started work on a partial translation and/or written a [well-written English] guide? I know the base goal is to get money for the boat trip, but having a guide for all the scenes and stuff would definitely be handy. (Also, am I right in assuming that the only way to translate games is by actually having the RPG Maker tools themselves? Don't own them so I can't do it myself...)
There's a translation tool that's designed around translation patches on RPG Maker games,
and it doesn't require having the RPG Maker software:

Takes a bit of getting used to, but once you get the hang of it you can make your way through pretty quickly.
Patches can include images if you need to translate some graphics menu,
and supports the original author by encouraging people to upload just a patch, not copies of the full translated game.
Killer feature: Patches still work on newer versions of a game, and will just reapply all unchanged texts, plus flag all new things that need translation.
That said, as always with rpgmaker, doing translations like this can occasionally affect the game,
if you translate a string that's later used somewhere in game logic, things can get a little confused.
Still. RPGMaker trans. It's pretty decent. Give it a shot!
For this game, from what I recall back when I played the free version years ago,
the most important translation points are the quest descriptions so you know where to go, and some of the minigame quests -
the restaurant in particular is next to impossible with just pattern-matching moonrunes against a menu screenshot,
since patrons like to confuse you by describing items in synonyms...
