You're downloading files from a hentai forum, so of course you can be as cautious as you want, but if you want answers, ask the guy who uploaded it or don't use it.

As a side note, I don't usually trust Jiangmin as an AV. They tag hella things as false positives.

I was having the same issue but I download bandizip y change the lenguage ofe the decoding, here´s a tutorial:

use Bandizip to extract the file. Open the zip, click on "Code Page" at the top, and select "Japanese". The filenames will fix themselves instantly.

Much easier than messing with your Windows Region settings, I hope could help you
