If people keep being negative about it and trying to convince everyone else to give up, then it's possible you're right. The event isn't even halfway over yet though, so there's still a big chance something can change, it's up to the players to make the change though.

BlaarghghhUpdate from the dev team: the JP devs removed the "re-skin" option during this event. Nutaku's devs are contemplating how to react.
We were informed today by the original developer that the re-skin of characters is no longer an option. They are concerned that allowing us to have exclusive content will impact their product over in JP (which is fully understandable). Therefore, we are no longer able/ allowed to run the popularity contest as advertised until now. Instead we will try our best to compensate you for the trouble once the event ends and make sure the winners will have a special treatment going forward. We sincerely apologize for the inconvenience, and fully understand decisions such as tracking us down, searching for our addresses and so on... Please understand however that this is their title and we can only run it by accepting their terms.
Don't play ?-8 right now. Extremely high chance you'll get an error and lose your stamina after getting to the end. No rewards if that happens.

I mean, they don't want the outsiders to have exclusive content, BUT also don't want those outsiders to even play their game, since DMM blocks foreign ips and instruct players to go to Nutaku.
(I don't CARE if it is easy to bypass that measure. I'm talking about the concept, the idea itself.)

Anyone who actually bought this excuse is pointing fingers at the wrong people, and only because Nutaku started doing it first.
The FKG devs are the most community friendly devs of any game Nutaku has, and there is no doubt that they would have implemented any new units in their own game. Nothing would have been exclusive to Nutaku. Even the JP DMM fanbase knew as much and was actively following the voting results to see who would end up getting a new unit.
Nutaku is talking out of their ass and whatever the real problem is, it's not the devs.
Likely theories going around are that it's because the winning girls have artists that can't be reached for FKG work these days (even on DMM) or are too costly due to their popularity and Nutaku couldn't fork over the cash.
But blaming the FKG devs, and namecalling them, is stupid.
