Lower health is never an issue for a ranged unit as long as you place them in proper positions and proper timings (not the last unit placed and not near enemy archers or mages). Spica, a highly rated unit, is still widely used despite being an Elf and having lower health as well. I field a team of 4 Elves and I've never had this issue (Sedis, Marius, Olivia, and Spica).
Now this leaves me with this question. Why are you judging a unit in their pre-CC form? They are not at their best pre-CC. They do not have their full affection bonus. It is like determining that heavy armors at level 20 are bad because they take a lot of damage and their defenses do nothing. Healers are bad because they are healing 10% of their HP at a time. Every unit goes through these phase so why bother pointing it out like it's only Marius' problem?
You should be rating them when they are at their higher potential. A 50CC50 rogue is a lot better than a rogue at level 20. A 50CC50 heavy armor takes a lot less damage than a level 10 heavy armor. As you progress through the game, you will be judging a unit at their highest CC level and not at their pre-CC level. You will only get bad impressions at the start until you actually have used a unit at higher levels. There is a difference between experiencing it as a new player and experiencing it as a veteran.
These units aren't going to stay low level forever.

I certainly shouldn't be using these highlighted units in my team because of their lower HP and how dangerous it is to use them. Not only that, it is four low HP units. Definitely a bad team. It is even a team preemptively made for tomorrow's subjugation event where it can be very difficult.
