Shiho has no breasts and technically is 10cm shorter than Sybilla. I agree with you in that she doesn't seem all that loli. However, on a scale of one to ten where one is pure loli and ten is pure "woman," ultimately most people would put probably put Shiho at less than five.

I'll have to correct you on that, Shiho does have breasts, they're just a little smaller than Sybilla's and not as massive as Daniela's to the point they would be considered weapons of mass destruction that could kill you if you smacked in the face with them. Though if we're going to use a scale based on what just about anyone outside of Japan thinks is loli or adult, then the scale is going to be skewed since a majority of people (in general) view shorter people as children.

Height also has nothing to do with someone's age as I've seen a few girls who were in Kindergarten and were taller than their teacher, no, the teacher was not a dwarf or a midget, they were just very short for their age. Back in my 5th grade class we even had a female student who was nearly 6 feet tall.

Every MIDGET SHORTY LITTLE GIRL who have BOOB are not LOLI

That's not necessarily true. The way I've always seen it, there just has to be a convincing argument that they are above the age of 18. The EASIEST way to make a case is by using breast size, since obviously if they have a developed chest they are at least a certain age.

If a character has a flat chest but otherwise looks older than 18 there theoretically shouldn't be a problem with it. That is not usually the case, though, and it isn't the case for any of the units we've not gotten.

I am fine with lolis. I like them. I also like the likes of Deine and Leeanne. I'm fine with just about every unit in terms of looks, stature, proportions, etc.

Claire, one of the best Archers, was denied. Any DMM player will tell you how insanely useful she is, especially for a gold. Again, we've known for a long time we would be denied content based on lolis. If anyone isn't happy about it, they should jump ship or put up with it.

If we're focusing on strength and usability, then most of the future lolis that will be cut are not that important.

The best solution, imo, is to just put the events/units in and use the all ages scenes instead of the H scenes. Doesn't seem impossible to do, but it's up to the JP devs to actually feel like doing it.

But how many unit is that You spoke of having a body build of a mature but still flat?
Is there any example on DMM ver?

Yes , there is always so much criteria to define a Loli
But I am pretty sure , the criteria that Nutaku/Developer choose is
Flat = LOLI
Not Flat = NOT A LOLI

Also , Zakuro (Bokusatsu Tenshi Dokuro) 9 years but have big bewb
While 500 years old vampire look like 7-9 years old , except her adult transformation

When it comes to drawings and art in just about all forms, your only indication on how old the character(s) being drawn are is based on what the original artist had in mind for them. Unfortunately not everyone believes that, and its shown when some people get an idea of "this 'woman' looks like a child because she's short and has no breasts!" due to their own mental image of what a female child is and what a female adult is. This is made painfully apparent in situations like this where 1 person or group of people are preventing the audience from getting the full amount of content from the anime, manga, light novel, video game or whatever it is they're attempting to purchase. Yes, I do see some of the units on DMM Aigis as potentially being children, but since I can't read Kanji, Hiragana or Katakana myself, I look past the age they appear to be in my own head. If people want to complain that mentality is wrong, well who the fuck are they to judge? But getting back on track, I already know there's a lot of units we're not going to get for whatever the reason may be (Tamamo, Moldevort, Nenya and a few others) but I think people are too hung up on how the girls/women look in their own minds or in the minds of those who want to block that type of content.

I'm not agreeing with child porn at all, but as has been mentioned in the past, "lolis" are being allowed in other games on Nutaku, and Aigis appears be the only game on Nutaku being left out of this (I don't know for sure, I don't play the other Nutaku games.) It's been argued and proven countless times that in some countries, loli porn is illegal, but the payment processors are allowing what appears to be actual children into some of the games on Nutaku even when they're in sexual situations, what this means for Nutaku as a publisher and the games they host, I have no idea. Though after reading one of Lafate's posts a few pages back it sounds like shit might be hitting the fan for them over the issue at some point in the future. I would quote that post here as well incase someone missed it, but its too far back and I got lost and someone was trying to offer me some candy in the back of their windowless van so I ran away and back into safety.

It's not what the developers (ya know, the guys making the game, the ones that know whats in it and such) think we, the players, can handle. It's what some soulless automaton in the VISA Doom-Fortress thinks (after taking a cursory 5 second glance at the artworks) is A-OK or if someone will get butthurt over it.

I have Goma and Nikola's breasts are way smaller than Goma's lol but by Aigis standards I think they both would not be allowed.

Her main pictures are edited, for seeing her scenes you would have to catch slanith in chat and he can show you her unedited h-scenes. I'm actually wondering if they're getting by with some of them that way.. although Nikola's main pictures are unedited.
