The problem is probably that they're all pressed, each button corresponds numerically, presumably to the other set of switches somehow, I don't know, I brute forced it through logic problem guesswork myself. Here is the full solution (probably)

Door: (Room)-(Switch Color)
7: 1-Y
14: 1-R + 2-G
19: 1-Y + 3-B + 3-Y
22: 1-Y + 3-B + 3-Y + 4-R

Edit: Figured it out, the clue is actually in the "R3Y7G11B5" note.
Red = 3
Blue = 5
Yellow = 7
Green = 11
