Yeah, the file work fine, but the game use specific software, it' on the dlsite page game info as well as the game readme.
You need to install both :
・.NET Framework 4
・XNA Framework Redistributable 4.0

The game won't work otherwise.
 
I don't have any issues playing the game.
It's just that I get an error when I'm extracting the translation files from the zip. I'm only able to unzip some of the pictures, the rest of the files I cannot access.

Possibly some problem with Japanese name uncompressing the archive on a non japanese computer messing the name ?

I've never had any issues with japanese characters before. I think the zip might be corrupted, or maybe it's some strange issue with my pc.
Could you please try downloading and unzipping it yourself?
 
Quite a lot of possible cause & solution with a quick search on internet.
Since you got the error code, microsoft usually have some answer for you.
Apparently the most common reason is window in built uncompressing tool not being up to date for this kind of thing, and uncompressing working fine with 7 zip or winrar. (which, if you are already using often mean a corrupted installation of the uncompressing archive or of some window files....)

I bow down to your google fu. 7zip extracted the files without any issues.
