Unless it's a CPU / memory problem when you play on a very old computer...
Might be :
you need to turn to Japanese local setting (very rare with rpg maker so I doubt it)
change the name of the folder to remove non local alphabet (like Russian or Japanese character) as well as syntax.
Make shorter pathfolder (avoif 10 sub folder to hide your pron, just move it to c:\ to try
Try forced admin
Check for write autorization on the game folder
Turn off your AV to see if it's a conflict with it, and if yes, either get a new version (in case of doubt from where you got it) or add an exception
