Xenia says this while having a nude manslave bring her some wine. It's not that she's pleased with this recent fascist policy, but if it's what (half) the people want, then she'll just have to go with it until such a time as the measure can be repealed. The well-oiled fuck-boy looks cute though, so she decides she'll be gentle with him so long as he doesn't talk back, and who knows? Maybe he'll enjoy his new life with her that he'll stay hers even without the fascist law?
