My mugen game is messed up anyone can link me to the best mugen build? or whatever is the latest version

The "best" MUGEN build is probably the one you make yourself. The "latest version" is just a shell without anything in it. I would personally recommend setting up your own build and fitting it for your own tastes. My build for example is sorted by rapers, vore characters, victims and lastly just regular MUGEN characters, all separated from each other, since my favorite thing with MUGEN is the vore characters. Most of the information you need for this is available here in this thread, or just a quick google search away.

Haven't downloaded a full pre-made version in a long time, so I can unfortunately not help you there if the links on the front page no longer work.

Eh, you can always combine the characters into one folder...just have to change the path in your select.def file, that's all.

You just make two subfolders named Rapers and Victims in the chars folder, and then path to them in the select.def

Doing it that way, a line for a character in select.def would look like this:
victims\cvsingrid\cvsingrid.def or victims\cvsingrid

or

rapers\kuromaru\kuromaru.def

I also lost my mugen I was collecting since 2010 now to start again I recommend you handy mugen from page 84

Aye, Handy's Mugen is pretty good, Sex Mugen has some stuff as well and if I recall there was another MUGEN in Spainish sorta that was purely lolicon based if you're into that, I don't recall the name however . I'd recommend just downloading all the prebuilt sex MUGENs and keeping them all in a folder as some characters have sex positions other MUGENs don't have, but the same could be said of the other MUGEN and it is quite a pain to edit the MUGENs constantly. Some character updates can only be found on Japanese forums or forgotten posts long ago and has unique stuff not even the MUGEN DB has gotten a hold of, it's quite unfortunate. I can't remember where but I have a Angelica Avallone with a missionary position that I can't find to download anymore.

Speaking of prebuilt MUGENS, I found one titled "Sprite Sex MUGEN" in a Russan torrent tracker that has a lot of female characters with futanari involved, particularly where some of the futa videos come from like the Arcana Heart characters. The site is called pornoLab, but you need an account and to maintain your ratio or your account will get disabled till you seed.

Handy's stuff is... of questionable quality. If I recall correctly all of his rpers and victims were tailored to his own version of MUGEN, meaning you can't just randomly insert something into it most of the time. Only a few things will be working. Like, it only had I believe... Jill and Sanae or something for rpers? And trying to put Kuromaru in there resulted in next to nothing working. I suggest starting your own thing with a fresh MUGEN 1.1b and working from there. Yes it requires work and the initial "how tf do I do this" but it's much better than any prebuilt could ever be and magnitudes better than Handy's could ever be.

Sorry to ask this but you guys happen to know how to change the % chance of the character using a skill or special for ex: Ryu will normally shoot his hadouken for a special but I want his spinning kick special to happen more. So like hadouken could have a 60% chance of ryu using it and the hurricane kick could have 40% how can I change that so he would use hurricane kick more often?

You can change their triggers in the character.cmd file. Add a power requirement or increase it to make it more rare:
trigger1 = power >= x
The higher the number on x, the more power the move needs to be used, with 3000 typically being the maximum for most characters in my experience.
You can also add a randomizer:
trigger1 = random >= x
With this, the game will roll a dice and give you a number somewhere between 1 and 1000. The higher the number in the example, the lower the chance the move will appear.
Or you can do them both in one:
trigger1 = power >= x && random >= x
You can of course replace the greater-than sign with a lesser-than sign for the random trigger, but it would get the same effect either way, just that you need to set a low number instead of a high one.

For your Ryu example, you would simply need to give the hadoken a random chance at <= 600 (or >= 400), and the tatsumaki senpyukakku to <= 400 (or >= 600), and you'd technically get 60% chance for hadoken and 40% for tatsumaki.
Just know that a lot of characters already have triggers like these, and might fuck with any alterations you make, in which case you'll just have to experiment. I'm new to this myself, but I've changed a few characters to alter their move lists at least. Still trying to crack LeoFM...

Hope that helps! And maybe someone else has a better way to do this, in which case I'd gladly take their advice as well.

Edit: keep in mind that adding a power requirement does NOT take away from their power bar, it just adds another required trigger for the move to be used. You need to add or alter a poweradd statement in the character.cns for that move (state) if you want it to actually take away power.
For example, if you add a trigger for power >= 500, you need to have a poweradd = -500 in the cns file for the move to actually COST 500.
