From my knowledge, they still do, as long as you show them evidences of your work or your edits.
From how long you must wait remains unknown, because every person has their active moments

Finally, some more Mugen NSFW news, an old furry cartoon character editor named "Toonpimp" has returned a couple days ago on XVideos with some sort of IKEMEN NSFW fullgame. I am not sure of this site's stance on furry material, but they are the latest Mugen videos there currently.
 
Did not know he was infamous in any capacity, thank you for the info. I couldn't think of any way to describe the videos he just put out in any mature way aside from "uh."
