Sure it's still a cosplay. If your wearing a costume and it's intended to be that of another character, that's cosplay. Doesn't matter when or where. A short time ago I tagged along and attended my first manga convention type thing. Just a tiny one. I didn't go as anything, but the was an pretty sly TF2 spy there. Sadly I didn't get any pictures of him since he stayed in character and expertly dodged every shot. There was a full fur suited Fox Mccloud, who dropped and did a barrel roll. There was also this awesome 3ft midget girl, I think, either way she was seriously short, but at the same time didn't look over proportioned like you'd expect a typical small person. I simply thought someone had brought their daughter along until I saw them closer and latter found out they were 22. They claimed they were cosplaying as a "generic loli"... pure legend...

This will be a fail post until I re-discover my camera and find a pic worth showing.

All blue would be nice on you. Not something real bright and obvious, but the darker shade you have now would be perfect.

If the hair is closer to black and depending on her natural hair-style, red streaks down the front and bangs to frame the face actually work very well. If the hair is dark brown and naturally fall the side mainly, blue fade tips on the side work.
