It's in the power plant. (電源管理センター, Power Control Centre.)
I assume you know how to get to the Ice Area already. And that you already have the jump booster, which allows you to jump higher, or alternatively, the ice blaster.
1) Start off from the first room in the Extreme Cold Research Building (極冷研究棟, AKA the Ice Area) The door to the left leads to the Cell Function Research Area (細胞機能研究エリア), which is probably where you came from. Head right, jumping over the platforms and a ladder, then head through the right door.
2) Climb down the ladder. (or just jump down it) Ignore the overhead ledge.
3) Head right, then go through the right door.
4) Jump onto the ledge to the right, and head through the Sec 1 (Green) Door.
5) You're now in the Power Control Centre. (電源管理センター) Head right, then go up the ladder.
6) Head left. There are tube worms blocking the corridor, so either jump over them (you'll need the jump booster to jump high enough) or blast them with the ice blaster. Alternatively, you could just shoot them with the other blasters if you're patient enough, but that is going to take forever and is probably not worth your time. Another alternative is to exploit temporary invincibility from getting hit by other enemies in other to run past the tube worms, but that requires some skill. In any case, you'll find a door on the left side of the map; enter it.
7) You'll find the Level 3 Security Card in front of you, with a Sec 3 Door right behind it. Pick up the Security Card and use it on the door. If you head all the way left, you'll find a door that leads to the overhead ledge in (2).
