Oppai Loli (おっぱいロリ) is a silly term used by baka gaijin. Oppai just means breasts, irregardless of size. If it can lactate, then it's an oppai, which also means men have them as well. If you want to talk about a character with a loli face and small head-to-body size ratio with big boobs, then the correct term is 'ロリ巨乳' (Lolikyonyuu).
If you go on places like Pixiv, and search 'おっぱいロリ', you're only going to get 3 results with one of them being a baka gaijin, the second being in a result for 'おっぱいロリコン' (Oppai Lolicon), and the final one being only from October of 2015.
I have no idea what popularised this term, though it's only less silly than the people that call these 'hentai games' (I suspect westerners use this because they saw some awful character use it disparagingly an old anime, or something), and 'otaku', which was a term made up by some hack writer called Nakamori Akio to piss off a bunch of lolicon readers of some magazine called Comic Burikko (this is where the current artstyle for bishoujo characters originated from, so this board wouldn't exist if the evolution that occurred in Burikko never happened).You must be registered to see the links.
