Basically, Shiho has a permanent toggle skill that you can use to switch between witch-style attacks or healing. When toggled, she gets buffed for a short while, but afterwards she still remains in the state she has toggled to - as either a healer or witch. She has more healing per second than most healers when the buffing effect of the skill wears off - basically, when healing normally. This is due to the faster casting speed of shamans and her fast cast passive. Only an AW2 B Iris beats her if you are talking about a strictly non-skill comparison versus the healer class.
If you compare to all healing units, Belzetta, Dorothea and Kikyou also have more out of skill hps, though the former too are conditional to be useful for that specifically(their priority is attacking).
At one time Shiho had the highest skill hps, too, though the duration of the skill is very brief. Nowadays however she is bested by some other units like Dorothea, Fermi and Celina.
