Was more the fact that I'm completely unfamiliar with the sub that I was hesitant to deal with the report, wasn't even sure if there was a mod for that section or not.

As for how I moderate, most of what I concern myself with are OPs, though I do poke around other places, I don't make a habit of reviewing entire threads for violations.

Yeah, reading through a whole thread just to check is more time-consuming than worth it I believe. As long as people use the report button, things are going to be just fine I think.

A: The Laws of Moderation
1) The moderators are always right.
2) If the moderators are not right, rule 1 applies.
3) Any complaints about the staff should be PM'd to Nunu.
4) When a moderator steps in to say something about a topic (in an official capacity obviously) you are not to help. Thats why they are moderators and you are not. This is because we can end an argument faster if only two people are talking instead of 23.

I can appreciate the intent, but now I've got a lot more problems to handle. In fact I might just lock the thread until the OP PMs me with an update to the translation.
