Character's not getting along at the very beginning of the adventure is a given, and shouldn't inspire attempts at manipulation. I read the section to which you're referring in particular, and thought it was an excellent opportunity for character growth on both parts through which the individual PCs could have added a bit of depth.... And then you introduced yon naga noblewoman, who besides being a fairly violent breach of the lore given their location and recent events, only made matters worse. PCs that chafe at each other a little don't ruin a thread, and I fully expected that Garg's character would have recovered from yon rejection and that Aust's would have thought further on the matter and possibly changed her mind. Either may correct me on this if they so desire.
The better manner of smoothing that over was to let them interact without interference. The character's functionally don't actually know one another just yet. Giving them time to develop relationships and creating an environment that encourages cooperation is how one should handle situations like that. You start using heavier NPC interactions or other methods when people start complaining about the other PC's actions out of character, at which point your efforts to produce the necessary environment to keep up a group thread have clearly failed.
