Yes, before one can become a hero, they must show that both their body and their soul can handle the gift that angels can give, which is basically infusing them with power and letting their soul settle so that their soul binds with the energies put into them.

Only a powerful angel highly respected and of high ranking can bestow such a gift. A common angel, a foot soldier of Heaven as it were, cannot do such a thing and have the Hero's power be of any worth.

They don't respond well to murderous rapists that want to turn them all into lust-crazed lunatics (read: demons) entering their territory. Not a big fan of retards either, which includes pretty much everyone in Grave's party other than Roy and Envy.
