Clearing the cache is not going to change anything. That's going to be a server side variable, the choice is decided well before you see what is going on. For those that may not have noticed, the back ground tells you well in advanced of the rarity you have rolled long before you see the unit. I'm sure this check is done with in a few Nano seconds of hitting the button to roll.
It's also likely that two individual rolls occur for anything silver or above. First roll determines if it is a iron/bronze which is the most common. If and when you get a roll (a mere 3%) for silver and above, a second roll occurs. This then splits the remaining rarities. Likely something like 80% silver, 10-15% gold, 5-9% Plat, and 1% for Black. This is why Black is said to be less than 1%. Granted this is if they are using strictly whole numbers, which may or may not be the case.
This prevents the server from having to make too many calculations, as it simply returns if a roll for silver or above is not made.
Since each roll is completely independent, its why we see streaks sometimes as each calculation has no idea about any others that were previously performed. The underlying algorithm for what it bases its variable off of (time clock ect) is also the likely cause of the streaks we see here and there, has nothing to do with our cache.
My basis for this?
I've played on my machine at home which is a server (dual Xeon quad core @ 3ghz, 16g ram), and my wife's notebook which uses Windows RT (the machine is from Japan, and no I cant read a lick of it (Atom processor 2g ram)) which is exceptionally slow. It takes 20-30 minutes to complete Pastoral Gate on it, yes it's that slow. I've seen the same streaks on both machines, so its obvious the speed or factors of the machine the player is using doesn't enter the equation.
Was actually pleasantly surprised the slow machine never did give me errors or connection issues out side of it being slower than molasses. I originally played LoV on the notebook cause not a lot of speed was needed in that game.
