Is it intended for it to be private?

I think some time ago gdrive changed the way permissions work. It still says anyone with link, but it also says 'viewable' maybe implying it can't be downloaded.
I've set it to 'edit' so maybe that allows downloads? Hopefully that's not a bad idea.
