Reviving this because oh dear fucking god, why do people keep failing at common sense when they design something.(Parts from an otherwise awesome game)
If a boss not only has a shitton of stats for no reason, and his main(Only?) ability depends on the player not knowing how to pause the game(Pausing the game stops all effects of the ability, until he uses it again), then simply put,
You're doing it wrong.
Now, the game is good enough to have people play past the boss, but sadly, he often appears at the same time as other bosses, each having their own ability, most of those other bosses are fairly balanced, but when they get together you will, instead of enjoying the game and having fun in the fight against them, pause every 5 seconds so your entire base doesn't blow up for no reason.
Another thing, if the player is supposedly evil, then why do "The forces of justice" bomb a random hotel just for being near the hide-out? Not only that, they also seem to randomly kill tourists(And hotel staff that's serving drinks at the bar). The surviving tourists then panic and try to escape back home, where they will say they have been attacked, which will bring more suicide bombe- forces of great justice to your base to blow up more tourists. In conclusion, if the player sends soldiers to club seals, is trying to take over the world by force, and steals whatever he wants, yet he still has the moral high ground, then

So, those things might be just small stuff, but then we have fires, and I am not kidding here, it takes a full term education to learn how to use a fire extinguisher, as only a few select staff members know how to handle them after training. Really, you can have 2 guards watching tv. With the tv on fire. But besides that, they often either do one of two things, firstly, they grab a fire extinguisher, rush to the fire, then burn to death. Or, alternatively, they grab an extinguisher, run to the fire, arrive when it's already exploded for no apparent reason(I really don't think a something like a bed should have the same explosive power as a power generator), they will stupidly look around while before mentioned forces of goodness shoot them.
The same forces of good will also shoot on sight at the technician that came to repair the tv, yes, that same tv that's on fire, it seems repairing a tv is more important then putting the fire out. Why did they shoot him? I have no idea, but picture this:
A great super spy arrives on a distant island, there used to be a hotel there, but he bombed it on his last visit because the roulette wheel looked suspicious, he walks past an obvious entrance into an underground base to inspect a native hut, which he decides to blow up too. Luckily, it seemed to be made of awesomeantium, and is completely invulnerable to everything. He then shoots a valet that was trying to rebuild the hotel, and steals the chair the valet was bringing to the hotel ruins. He then decides his mission there is over, and starts making his way to extraction point, but on the way, he will see a technician repairing a camera still hanging on an outside wall where the hotel used to be, he instantly shoots and kills the poor man, before deciding to use a bomb on the broken camera. He takes cover behind a wall, and blows up the camera along with a group of tourists. But while he was hiding, he spotted another underground base entrance, and why not? He goes in, but gets stopped by a valet that shines his shoes, he thanks the valet and then shoots him. After some more time he explored deep inside the base, having started a fire and killing everybody that tried to put it out, by now his kill count is 1 armed guard that tried to stop him from killing the 24 unarmed fire extinguisher wielding valets, and 6 repairmen that tried to repair a door he broke on his way in. When the object he put on fire(Ironicly, it was a fire extinguisher) exploded, hurting him as he kept close to it, he noticed a room full of beds, and goes in, he explores, sees nothing special, but then... A locker! he instantly decides to rush to it, and starts punching and kicking it, after some time he just walks away after setting a bomb. He repeats this process for 4 more rooms(Another barracks, a library, mess hall, and a staff room) and a camera in the hallway. He then decides his mission is done, just walks out, goes to the edge of the island, and uses his personal jetpack to leave.
He is send back 3 days later to investigate why tourists there kept getting killed, injured, or just disappeared. Surely the work of an evil mastermind?
