It basically says that game can't find picture in question
Work around would be by copying and pasting any other picture in audio/se/ directory and then renaming as missing audio file in process creating dummy file, or just redownloading or using other download source.
Note.
Directories such as Document folder are windows protected, sometimes by moving game directory to another drive or location may fix problem, also windows don't like long folder names, but in those cases you will mostly experience ctd
