They just announced it. Usually when they make a new work announcement it's months before they release it.
Sadly, there no firm rule. Some translation have been WIP for nearly 1 years, other have been released in the same quarter of the year as the announce.

Only thing where they tend to stick to some real rule = release date announced 1 - 2 week before actual release

Some games were announced and released 2 weeks later and some are rotting in the "coming soon" section for a year. It all depends how flexible is KG's contract with the developer - if they agreed on a date, then the game will take priority over others. I suspect they are working on a bunch of games in the background and they get released when they are finished but some projects have set release dates.

In short, announcements mean nothing. But since the dev itself "leaked" release date, then maybe April 2020 is in his deal with KG.
