This so-called 'Do Not Disturb' mode probably should not be an all-or-nothing kind of thing. I know when I play my female toon, cold invites and friend invites are annoying, but I don't care about the private messages. (This is because the invites force an extremely annoying pop-up window, while the messages do not.)
Other people might feel differently, being annoyed by private messages, but accepting any invites.
IMO, a better solution would be options to allow/disallow each option individually.
As for leading to small groups and decreasing socialization.... maybe, but I'm not sure it would have much more of an impact. As far as I can remember (since Beta), this game has always been a little clique-ish, with kind of a popular crowd, and then everybody else. (Now, I haven't played in over a month, so things might have improved or gotten worse in the meantime. Actually, I'm playing right now and everyone's speaking German in chat for some reason. That's new, lol.) I guess with PMs being auto-ignored, people will have to use the general chat window to socialize more. Now might be a good time to add that chat scrollbar...
You might be right though. A lot of flirting and socializing happened through PMs, which might now get auto-blocked by many users.
I guess time will tell how this feature will be used by the majority of users.

1. Only friends now can check your location through pms/list. The rest will only see Online/Offline.
2."Do not disturb" mode.
I don't know..these features are just the opposite of a MMO, I mean they could lead to small groups, decreasing the socialization.
