Oh lol. Now I get you. No, you're thinking of a Nappy. I can see how the confusion occurred though. Your right about the saloon/sedan thing. I'm not a car person, so that's just me not picking up on it.
An off licence is a place that is 'licensed' to sell alcohol for consumption 'off' the premises. As opposed to a place that only has a license for drinks to be consumed within. I can say that I did have to google that to remind myself, having been confused by it (and then forgotten the explanation) myself before. It's not quite the most intuitive slang is it. Always sounded like an openly illegal alcohol store to me. I assume in the past when it was rarer or something, people would ask at pubs whether they had an "off premises license" or "off license", and it went from there. Maybe.
And milk and biscuits sounds fine to me. Tea and biscuits is traditional enough that it might just earn you citizenship. Though I'd rather go for milk and cookies myself. I've never understood how you get by with only one name to distinguish them by. : P
