Speaking from experience, both my own and that of others, once you release something, motivation to do the final 5% or whatever is left can diminish sharply. No offense to who worked on it, but I'd rather wait than have this end up like asagi where it's never quite finished.

It's fine, real life always comes first, specially when you not even getting paid to do it

Another thing is that if a 95% is released it can quickly mitigate over the entire internet, and a lot of those then never get updates on the other sites when the full one gets out, and thus you can end up with this almost, but not quite done version circling around for years

Searching for untranslated text lines and bugfixing is like 90% of the time. This takes place primarily near the end of the project. This graph is pretty expected.
