I see the patcher uses .Net 8.0 now. But it still gives essentially the same error as before after installing it with windowsdesktop-runtime-8.0.5-win-x86.exe Darn these newfangled versions of .Net...

open it with winrar go to options then to encoding pick japanese or ctrl+e then pick japanese then extract

Is there a way to add the patch on an android phone? I'm using Maldives RPG to run the game, but adding the translation exe to the folder with the Game.exe doesn't do anything.
