For folks troubleshooting the .NET runtime, if you go to 'Event Viewer' in Windows and then in the left hand menu select "Windows Logs > Application" . Look for errors from the source '.NET Runtime' that were thrown by the translator patch installer app app -
in my case I had one that said exactly what I was missing (.NET v5 - so I installed the .net DESKTOP RUNTIME V5.0.17 and it worked fine.)
