seriously though.... Japan time is 13 hours ahead of US, dlsite says 10/29 at 00:00. Does that mean it's gonna be available like..... now???? I'm bout to cry

Sadly, oppai loli is not everywhere, this world is sick.
 
He said that if you equip Candore's weapons and load the game, you wouldn't be able to move
( not sure if it's load a save file while it's equipped or loading THE save file equipping the sword )
so if it can't be fixed before the release, this is a thing to keep in mind

I think it implies he fixed it. He's just venting his frustration at having to playtest the whole game in every conceivable way.
Edit: Looking at his other tweet, I think he fixed it on his side, but I'm not certain the release version will have the correction immediately, so I guess it's good to keep that bug in mind.
