I was under the impression the 2 in the front seats were wearing seatbelts.

He means that a seatbelt comes two-parted. The part that slings over your shoulder and the one that goes across the waist, both integral parts of the design. At first glance, the one to the left looks like she has the bottom part, but that's a regular belt. Both the front girls have the shoulder but not the waist, and the one in the back isn't wearing at all.

This has been another "over-complicated explanations" by ToxicShock

I lol'ed (Smiled to myself) at love hurts, tentacle-mosters and tied up tuesday, they're pure WIN! (The others are cool too, but they're just like "win", not "pure WIN!"...)
