Oh, I don't doubt they were resisting. Just - a bullet to the head is pretty specific. Riddled with holes, sure. But this just screams execution. Something tells me the Americans were never trying to arrest him.

Getting shot whilst wearing kevlar, even without steel or ceramic inserts, hurts like fuck but you'll survive and still have enough control to spray your weapon or detonate your hotdog vest.
Two shots to the gob will likely sever the brainstem, putting the target down quick and easy.
The above was told to me by my local pub landlord, who's an ex-SBS man (Special Boat Service - same training as SAS except they ingress via a rubber dingy instead of jumping out of a perfectly good plane with a bedsheet strapped their backs), not a video game.
I suppose the SAS/SBS are just better shots, afterall they have a tendancy to not shoot or throw frag grenades at hostages.![]()
